Abstract

Post-conflict societies face numerous challenges in implementing effective local governance reforms, which are crucial for rebuilding trust, promoting stability, and fostering sustainable development. This paper explores the key barriers encountered by local governments in post-conflict settings, such as political instability, limited capacity, social divisions, and resource constraints. Through a detailed analysis of case studies from Bosnia and Herzegovina, Rwanda, and Afghanistan, the paper identifies the unique challenges each country faced and the strategies they employed to overcome them. The study highlights the importance of decentralization, inclusive political processes, and institutional strengthening in achieving successful governance reforms. Additionally, the role of external support and capacity-building initiatives is emphasized as essential in overcoming resource gaps. By examining these case studies, the paper provides valuable insights into the practical solutions for overcoming governance challenges in post-conflict settings. The findings underscore the significance of tailored strategies that consider local contexts and the need for long-term, inclusive approaches to ensure effective and equitable governance.
